Shura Committee Reviews Law to Cap Work Permits in National Labor Market

Bahrain Work Permit Cap Proposal Advances in Shura Council as lawmakers evaluate amendments to national labor laws. The proposed law seeks to place a firm cap on the total number of work permits issued within a fixed period. This would replace the existing system that allows permit limits by sector, job type, or activity.

The Shura Council’s Services Committee recently met with representatives from the Ministry of Labor and the Labor Market Regulatory Authority. Labor officials, including the LMRA’s CEO, joined the session to discuss the draft amendment. The amendment targets Article 4 of Law No. 19 of 2006, which governs labor regulations in Bahrain.

Several committee members supported the proposed cap. They argued that a total limit helps reduce dependency on foreign labor and boosts job access for Bahrainis. They also believe the policy will enhance long-term economic planning. These supporters emphasized that workforce balance is essential for national development.

Others raised concerns about strict limitations. They suggested that flexibility is vital for industries facing talent shortages. They also noted that the LMRA needs room to respond to changing economic needs. These members warned that a rigid cap might create unintended pressure on private sector growth.

The discussion focused on whether the national labor plan should include mandatory caps or leave that decision to the relevant authority. Labor officials clarified that the draft law aims to strengthen strategic planning without disrupting essential sectors. They also addressed technical questions from council members regarding permit enforcement and regulatory flexibility.

At the end of the meeting, the committee agreed to finalize its report and send it to the council’s office. The report will appear in the upcoming session’s agenda for full discussion and possible adoption.
