Kuwait’s Minister of Justice, Nasser Al-Sumait, has approved new electronic methods for delivering legal notifications, including lawsuits, judgments, and judicial documents. This decision, announced under Resolution No. 125 of 2025, aims to streamline legal procedures, enhance efficiency, and ensure secure, reliable delivery of notifications.
The move is in line with the Civil and Commercial Procedures Law (Decree Law No. 38 of 1980) and marks a significant step toward modernizing Kuwait’s judicial system. Electronic notifications will now be recognized through various platforms, such as the (My Identity) app, (Sahel) and (Sahel Business) apps, registered emails with the Public Authority for Civil Information, emails used during litigation, web services, and text messages.
Minister Al-Sumait emphasized that this new system will reduce the time required for legal advertising procedures compared to traditional paper methods. It will also enhance reliability by ensuring secure and verifiable delivery through electronic channels.
The resolution will take effect on the first day of the month following its publication in the Official Gazette, marking a key advancement in Kuwait’s digital transformation of the judicial system.
