Kuwait Ministry of Social Affairs Sets Conditions for “Excellent” Work Bonuses

The Ministry of Social Affairs has announced new conditions for employees to qualify for annual bonuses, emphasizing that an “excellent” performance rating and 180 actual working days are mandatory. According to information from Al-Jarida, around 3,100 employees, both male and female, have received “excellent” evaluations, accounting for nearly 40% of those evaluated across all ministry sectors. This follows guidelines issued by the Civil Service Bureau, which mandates the inclusion of delay periods during the evaluation year in determining employee performance.

Sources within the Ministry have confirmed that to be eligible for the bonus, employees must meet two crucial criteria: they must receive an “excellent” annual performance rating and have worked a minimum of 180 actual days without any absences. Even a single day of absence will disqualify an employee from receiving the bonus.

The evaluation process for employees has already begun, with all departments submitting their evaluations to the administrative division. However, the Social Development and Family Care departments, which house the largest number of ministry employees, are still finalizing their evaluations. The process is expected to be completed shortly.

Fingerprint Attendance Verification

To ensure the accuracy of the evaluation, the Ministry uses a fingerprint attendance system that records employee attendance and departure times. This data, along with job performance assessments, is crucial in determining eligibility for bonuses and promotions. The Civil Service Bureau’s automated systems will process this information, and only those meeting the established criteria will be approved for bonuses.

The evaluation process is weighted 70% for job performance and 30% for attendance verification. Ministry officials are working to finalize the evaluations promptly, aiming to distribute the “excellent” work bonuses before Eid Al-Fitr.

Bonus Allocation and Promotions

The Ministry has allocated approximately 1.5 million dinars for the distribution of excellent work bonuses. This sum will cover eligible employees, including those from the former Social Development Office, pending the necessary transfer approval. The bonus amount depends on the employee’s grade and title, with the highest bonuses set at 2,000 dinars for assistant undersecretaries and decreasing based on rank. Department heads will receive 1,000 dinars, while employees in the lower grades will receive bonuses ranging from 300 to 800 dinars.

Additionally, the performance evaluation process also contributes to promotions. Employees identified as eligible through the evaluations will be considered for promotions based on the Civil Service Bureau’s regulations, ensuring a fair and transparent process.

These measures are part of the Ministry’s ongoing efforts to improve employee performance, ensure fairness in resource allocation, and maintain high standards of service.
