Kuwait Launches Fully Electronic Prosecutor Selection System to Ensure Fairness

Kuwait has launched a fully electronic system to ensure a fair and transparent selection of future public prosecutors. This modern approach replaces the old committee, which faced complaints and document reviews exposing serious violations. Consequently, officials annulled all prior results and work last July.

The Ministry of Justice immediately formed a new committee of senior judges and prosecutors. Together, they oversee the entire selection process. This joint effort guarantees accountability and prevents errors that affected the previous system. Moreover, the new system allows the judiciary, the Ministry of Justice, and the Kuwait Institute for Judicial and Legal Studies to make joint decisions.

On Saturday, Kuwait University’s Sabah Al-Salem campus hosted the first fully electronic exams for the prosecutor posts. Over 1,295 Kuwaiti men and women participated, representing graduates from 2022–2023 and 2023–2024 academic years. Candidates completed the tests digitally, and the system instantly informed them of their results. Those who passed immediately advanced to the interview stage.

The new process continues with personal interviews conducted by the selection committee. Afterward, the Supreme Judicial Council and the Ministry of Justice will approve the final list of successful candidates. This structured approach ensures a fair and transparent selection from start to finish.

Officials also emphasized that the system aligns with Kuwait’s Kuwaitization plan. The Public Prosecution will accept more local graduates than in previous years. Additionally, the same procedures will apply to 2024–2025 graduates, further expanding opportunities for citizens.

The fully electronic exams represent a significant improvement over past practices. They reduce human error, speed up results, and maintain integrity. Furthermore, officials highlighted that the system sets a benchmark for future judicial reforms, combining transparency, efficiency, and accountability.

In conclusion, Kuwait’s initiative guarantees a fair and transparent selection of prosecutors, strengthens public confidence in the judiciary, and modernizes the appointment process. By implementing these reforms, the country demonstrates its commitment to justice, professionalism, and innovation in governance.
