Government Digital Transformation Regulation Issued in Oman

Oman took a major step toward modernization on Sunday by launching a comprehensive Government Digital Transformation regulation. Eng. Said Hamoud Al Maawali, Minister of Transport, Communications and Information Technology, issued Ministerial Decision No. (108 /2025) to formally enact the new framework.

This regulation defines the structure of the Government Digital Transformation Programme, known as “Tahawul.” It establishes a unified system to manage digital projects and initiatives within the public sector. The new framework also sets specific roles and responsibilities for each government entity involved.

Officials explained that the Government Digital Transformation regulation aims to strengthen coordination across ministries. It promotes digital governance by aligning efforts and ensuring entities work under a unified structure. Moreover, the regulation focuses on transparency and accountability by clearly identifying all stakeholders’ responsibilities.

The Ministry of Transport, Communications and Information Technology will lead the programme’s implementation. The Ministry must develop operational paths and identify priority services and initiatives. It also has the responsibility to issue necessary policies and frameworks. In addition, the Ministry will monitor compliance and support all entities in achieving their digital goals.

Under the new framework, every government entity must form a supervisory committee. This committee will oversee digital transformation targets and ensure compliance with the Ministry’s IT governance policy. Entities must update digital transformation plans and fully digitize essential services.

The Government Digital Transformation regulation also mandates the use of approved digital channels for public services. Furthermore, it emphasizes integrating digital resources and improving access across all systems. This effort includes ensuring digital accessibility for people with disabilities and the elderly.

Additionally, the regulation highlights the importance of community involvement. Government entities must encourage public participation when developing digital services and policies. This approach ensures inclusivity and helps align services with citizen needs.

Officials also included specific controls to measure service delivery quality. These controls aim to boost user satisfaction and ensure the effectiveness of digital government services. Moreover, the regulation promotes collaboration and helps simplify administrative processes through advanced technology.

By implementing this regulation, Oman aligns national efforts with Oman Vision 2040. The Government Digital Transformation framework supports the country’s sustainable development goals. It also strengthens digital capabilities and unifies all entities under one legislative model.

In conclusion, the new Government Digital Transformation regulation provides a solid foundation for digital governance. It empowers ministries, promotes efficiency, and brings Oman closer to becoming a digitally advanced nation.
