Oman took a major step toward modernization on Sunday by launching a comprehensive Government Digital Transformation regulation. Eng. Said Hamoud Al Maawali, Minister of Transport, Communications and Information Technology, issued Ministerial Decision No. (108 /2025) to formally enact the new framework.
This regulation defines the structure of the Government Digital Transformation Programme, known as “Tahawul.” It establishes a unified system to manage digital projects and initiatives within the public sector. The new framework also sets specific roles and responsibilities for each government entity involved.
Officials explained that the Government Digital Transformation regulation aims to strengthen coordination across ministries. It promotes digital governance by aligning efforts and ensuring entities work under a unified structure. The Ministry of Transport, Communications and Information Technology will lead the programme’s implementation.
