Kuwait NCSC Introduces Government Cyber Shield Programme

Kuwait’s National Cybersecurity Center (NCSC) has introduced its Government Cyber Shield programme to help public institutions strengthen digital security and respond more effectively to cyber threats.

The centre presented the initiative during an introductory conference on Wednesday, outlining the services available to government entities. The programme aims to improve digital protection while helping agencies prepare for evolving cybersecurity risks.

NCSC Head Engineer Abeer Al-Awadhi said the event supports the centre’s wider efforts to strengthen cooperation across government institutions. She explained that closer coordination and stronger national capabilities can help protect government information, digital systems and other critical assets.

During the conference, officials outlined the range of technical and advisory services available through the Government Cyber Shield programme. These services aim to help agencies identify weaknesses, monitor threats and improve their ability to manage security incidents.

The centre offers cybersecurity assessments and testing to help government entities evaluate their systems and identify potential vulnerabilities. In addition, its security operations centre services support monitoring and detection, allowing organisations to identify suspicious activity and respond promptly.

The NCSC also provides cyber incident response services, helping agencies manage security breaches and reduce their potential impact. Meanwhile, cyber threat intelligence gives institutions information that can help them understand emerging risks and prepare appropriate responses.

Furthermore, the centre offers security consultancy alongside guidance on cybersecurity governance and policies. These services can help government entities establish clearer procedures, strengthen internal controls and align security practices with their operational requirements.

Al-Awadhi emphasised that government institutions need to coordinate their efforts and use available services according to their individual needs. Better collaboration can improve threat monitoring, support faster incident response and reduce disruptions to essential government operations.

Moreover, effective cybersecurity measures help agencies maintain business continuity when digital systems face attacks or technical disruptions. By improving preparedness, institutions can better protect sensitive information and continue delivering services during security incidents.

The Government Cyber Shield initiative also reflects the NCSC’s commitment to building a coordinated national approach to digital security. Rather than allowing institutions to address cyber risks independently, the centre aims to encourage cooperation and make specialised support more accessible.

As cyber threats continue to evolve, government agencies face growing pressure to strengthen their systems and develop technical expertise. Consequently, shared services and stronger coordination can play an important role in improving national readiness.

The conference provided government entities with an overview of the available support and its potential applications. Going forward, the initiative’s impact will depend on how effectively institutions adopt these services and integrate cybersecurity measures into their daily operations.
