Saudi Arabia and the United Nations High Commissioner for Refugees have launched a new shelter initiative for Syrian families returning home.
The program will provide housing rehabilitation and winter assistance to thousands of vulnerable people across Syria. Syrian Returnees will receive support through a joint program involving the King Salman Humanitarian Aid and Relief Center.
The agreement was signed in New York on Friday during the 81st session of the United Nations General Assembly. KSrelief Supervisor General Abdullah bin Abdulaziz Al-Rabeeah signed the agreement with UN High Commissioner for Refugees Barham Salih.
Under the initiative, the partners will rehabilitate 987 damaged residential units across five Syrian governorates. The work aims to turn damaged properties into safe and suitable homes for returning families.
In addition, the program will distribute 10,768 winter kits to households facing difficult living conditions. The packages will include insulated blankets, protective plastic sheets, winter clothing and heavy jackets.
The assistance will reach approximately 58,625 vulnerable people across Aleppo, Rural Damascus, Deir Ezzor, Idlib and Homs. Moreover, the program will prioritize groups facing particular challenges after displacement and during their return.
Priority assistance will focus on female-headed households, widows, children, older people and families facing severe humanitarian needs. Therefore, the initiative combines housing support with practical assistance designed for difficult winter conditions.
The agreement reflects broader efforts to support Syrians returning after years of displacement caused by the conflict. At the same time, humanitarian organizations continue monitoring the needs of families returning to different parts of Syria.

Rather than placing displaced Syrians in refugee camps, Saudi authorities provided residency and visitor arrangements. These arrangements allowed Syrian residents to live within communities and move freely throughout the country.
Saudi authorities also integrated more than 100,000 Syrian children into public schools without tuition fees. In addition, Syrian residents received access to public healthcare and opportunities to obtain work permits.
Meanwhile, Saudi Arabia directed substantial humanitarian funding toward Syrian refugees in neighboring countries. KSrelief and national relief campaigns supported refugee populations and humanitarian operations in Jordan, Lebanon and Türkiye.
The latest agreement comes as international organizations continue supporting voluntary and dignified returns to Syria. Recent UNHCR updates also show continued monitoring of refugee and returnee movements across the region.
The new initiative places particular attention on shelter, which remains an important requirement for sustainable returns. Families returning to damaged communities may need housing repairs before they can establish stable living conditions.
Winter assistance will also provide practical protection against cold weather for households with limited resources. The distributed items aim to help families manage seasonal conditions while rebuilding their homes.
Syrian Returnees will therefore receive assistance covering both immediate household needs and longer-term shelter concerns. The approach connects emergency support with efforts to strengthen conditions for families returning to their communities.
The program covers five governorates and targets tens of thousands of vulnerable individuals. Its implementation will consequently involve housing rehabilitation alongside the distribution of essential winter supplies.
