The State Council has concluded the second regular session of its eighth term, following royal directives. This session featured a busy legislative agenda, reflecting the Council’s dedication to national priorities and citizens’ needs.
Throughout the session, the State Council reviewed numerous draft laws and study proposals. These focused on key sectors such as the economy, education, health, and technology. The Council aimed to improve the investment climate, enhance social services, and support Oman’s development goals.
In addition, the Council’s standing committees played an active role. They held multiple meetings to discuss priority topics and prepared important recommendations for the general sessions. Moreover, open forums involved civil society, experts, and officials to increase public participation and encourage collaboration.
During this session, the Council conducted eight general meetings and reviewed 18 topics. Notable draft laws included those related to electronic transactions, public health, financial regulations, individual income tax, and organ and tissue donation. Members engaged in detailed debates to explore all legislative aspects.
Furthermore, the Council held two joint sessions with the Shura Council. These sessions aimed to resolve disagreements over specific draft law articles. Both councils reached full consensus, showing a commitment to national unity and public interest.
The Council’s office also remained busy. It held six meetings, reviewed 60 topics, and issued 45 decisions. These actions focused on session organisation, committee coordination, member proposals, and administrative tasks. Additionally, three meetings with committee leaders helped strengthen legislative coordination and align efforts with government policies.
In line with legal requirements, the Council of Ministers met with the Council’s leadership during this period. Standing committees convened 72 main and 90 sub-meetings, inviting 45 representatives from both public and private sectors. Special committees held 27 main and 3 sub-meetings with state officials. Furthermore, 11 joint committee meetings took place with the Shura Council to examine draft law provisions.
Externally, the State Council actively participated in regional and international events. These included conferences and parliamentary forums such as the GCC legislative bodies, Arab Parliament, OIC Parliamentary Union, and Inter-Parliamentary Union. This international presence enhanced Oman’s legislative reputation and reinforced its commitment to democratic principles and human rights.
Domestically, the Council prioritised strong coordination with national institutions. Ministers and senior officials presented reports on institutional performance, policy progress, and project outcomes. These sessions promoted open dialogue and helped assess government efforts.
