Shura Council Reviews Draft Law to Enhance Child Protection Efforts

The Shura Council’s Women and Children’s Affairs Committee met today, led by Her Excellency Ms. Lina Habib Qasim. They discussed a draft law that seeks to improve the responsibilities of the Child Protection Center. This law amends the Law on Restorative Justice for Children and Their Protection from Abuse, which was issued in 2021 under Law No. (4) and Decree No. (95) of 2024.

Focus on Judicial Examinations for Children

The proposed draft law emphasizes the Child Protection Center’s role in preparing judicial examinations for children. This change aims to ensure that the center contributes more effectively to legal assessments. It will also broaden the measures available to address children’s needs during judicial proceedings.

Increased Oversight and Monitoring

The draft law also strengthens the Ministry of Interior’s role in following up on child protection cases. The Ministry will have the authority to request changes to the measures applied at any stage. Furthermore, the law gives courts the ability to monitor children’s progress throughout the execution of their sentences. This oversight ensures that rehabilitation goals are met.

Expanded Roles for Relevant Authorities

The committee discussed how the law would expand the roles of key authorities. The Child Protection Center and the Ministry of Interior would gain more responsibility in monitoring the implementation of alternative punishments. These changes will improve oversight and ensure that children are treated fairly.

Improving Child Protection Legislation

The committee also reviewed the House of Representatives’ decision on the draft law. They examined a presentation by the legal advisor, which explained the changes to the current law. The new law aims to improve restorative justice systems for children and protect them from abuse. It also focuses on strengthening alternative measures and integrating children back into society.
