Qatar Finance Ministry Wins Middle East Deal of the Year Award for Landmark Green Bond Issuance

The Qatar Finance Ministry Deal of the Year award marks a major achievement in the country’s green finance journey. The ministry earned this recognition at the 2025 Global Banking and Markets: Middle East Awards in Dubai, following its successful issuance of $2.5 billion in green bonds.

In May 2024, the ministry issued the green bonds in two tranches with five- and ten-year maturities, securing what would later be known as the Deal of the Year for Qatar’s Finance Ministry. This initiative attracted massive investor interest across local, regional, and international markets. In total, subscriptions surpassed $14 billion. This overwhelming demand reflects strong global confidence in Qatar’s fiscal and environmental strategies.

This green bond issuance was the first of its kind by any Gulf Cooperation Council (GCC) country. Moreover, it became the largest green bond offering in the entire Middle East. By setting this precedent, Qatar has taken a bold step toward becoming a regional leader in sustainable finance.

Notably, the ministry achieved exceptionally low debt pricing on both tranches. Such favourable terms underscore the significance of the Qatar Finance Ministry Deal, which ranked among the lowest in the Central and Eastern Europe, Middle East, and Africa (CEEMA) region at the time. This financial outcome not only saved costs but also demonstrated Qatar’s credibility in international debt markets.

Furthermore, this achievement aligns with the Qatar National Vision 2030, which emphasizes environmental sustainability and economic diversification. The ministry’s forward-thinking approach continues to attract long-term investment and promote green initiatives throughout the region.

By executing this landmark transaction, the Qatar Finance Ministry not only set a new standard for green finance but also positioned the country as a prime destination for responsible investment.
