Oslo Ukraine Talks will bring US envoys Steve Witkoff and Jared Kushner together with Ukrainian and European leaders on Tuesday. Norway confirmed their participation after Ukrainian President Volodymyr Zelensky requested their involvement in the diplomatic meetings.
Norwegian Prime Minister Jonas Gahr Store announced the arrangements, welcoming the American representatives’ participation. Witkoff will travel to Oslo for in-person discussions, while Kushner will join the meetings remotely. Meanwhile, Store and Finnish President Alexander Stubb will also participate alongside Zelensky.
The planned discussions form part of continuing diplomatic efforts to address the war in Ukraine. Norway and Finland have supported further engagement, seeking opportunities to move negotiations toward a more constructive direction. However, officials have not publicly detailed the specific proposals or outcomes they expect from Tuesday’s meetings.
Store said Ukraine requested the involvement of both US envoys and welcomed their availability. The announcement highlights Kyiv’s interest in including American representatives in discussions with European partners. Nevertheless, the precise role Witkoff and Kushner will play during the meetings remains unclear.
Witkoff has represented US President Donald Trump in diplomatic contacts concerning the conflict. Kushner, Trump’s son-in-law, has also participated in previous discussions involving international leaders. Their involvement in Oslo adds an American channel to the latest round of engagement involving Ukraine, Norway, and Finland.
According to Store, diplomatic efforts have previously taken place in several countries. Norway and Finland now intend to continue that work through their participation in the Oslo meetings. Furthermore, the two European countries have expressed interest in helping establish a more constructive environment for diplomatic engagement.
Zelensky’s visit will also include meetings beyond the discussions with the US envoys. During his stay in Oslo, he plans to meet Norway’s king and visit the Norwegian parliament. These engagements will accompany the diplomatic talks with Store, Stubb, and the American representatives.
The meetings come amid continued international efforts to find diplomatic approaches to the war. Ukraine has sought support from its partners while pursuing discussions about possible ways forward. However, the announcement did not identify any agreed framework, timetable, or specific negotiating proposal for the Oslo gathering.
Reports also indicated that Witkoff might travel to Russia after completing his Oslo visit. An earlier account citing an unnamed US official suggested he hoped to meet Russian President Vladimir Putin. The reported purpose would involve presenting ideas, although neither the meeting nor its agenda had received official confirmation.
The White House had not immediately confirmed the reported plans when the announcement appeared. Consequently, any potential follow-up meeting in Russia remained uncertain at the time. Officials have not publicly established whether the Oslo discussions would directly lead to further contact with Moscow.
Oslo Ukraine Talks represent another effort to bring American participation into discussions involving Ukraine and European partners. Witkoff’s planned presence and Kushner’s remote participation will connect US representatives with Zelensky and leaders from Norway and Finland. Still, the announcement leaves the expected substance and potential results of the discussions open.
The outcome will depend on the issues participants raise and whether their discussions identify practical next steps. For now, Norway has confirmed the meeting arrangements but has not announced specific commitments. The talks therefore mark a diplomatic engagement rather than a confirmed breakthrough in efforts to resolve the conflict.
