OPEC+ Output Targets Remain Unchanged for December

OPEC+ Output targets will remain unchanged in December after seven participating countries agreed to maintain their existing production levels. The decision reflects the group’s continued focus on balancing oil markets amid changing global conditions. Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman reached the agreement during a virtual meeting on Sunday.

During the meeting, representatives reviewed current market conditions and discussed the outlook for global oil demand and supply. They agreed to retain the production requirements established for September 2026 throughout December. Consequently, the participating countries will avoid additional adjustments to their required output levels next month.

Saudi Arabia will maintain the largest production allocation among the seven countries. Its required output will remain at 10.478 million barrels per day. Russia follows with an allocation of 9.949 million barrels daily, while Iraq will retain 4.431 million barrels. These figures represent the production requirements under the agreement rather than confirmation of actual daily output.

Kuwait will keep its December production target at 2.676 million barrels per day. Meanwhile, Kazakhstan will maintain its allocation at 1.628 million barrels. Algeria’s target will remain at 1.007 million barrels daily. Oman will continue with a required production level of 841,000 barrels per day.

The latest decision follows earlier voluntary production adjustments announced by the seven countries. They introduced additional measures in April and November 2023 as part of wider efforts. Those adjustments formed part of the producers’ broader strategy to coordinate supply decisions. However, Sunday’s meeting confirmed that the December requirements would remain unchanged.

Furthermore, the participating countries reaffirmed their commitment to the Declaration of Cooperation. This framework guides coordination between OPEC members and participating oil producers outside the organization. Through this agreement, the countries seek to align production policies and support greater stability across international markets.

The group also emphasized the importance of full compliance with its agreed production commitments. Therefore, members will continue monitoring their respective output levels and reviewing market developments. Such coordination remains important as producers respond to changing demand, supply conditions and geopolitical pressures.

Meanwhile, the seven countries confirmed that they would continue meeting every month. These discussions allow participants to assess market conditions and determine whether production requirements need adjustment. Their next meeting will take place on November 29, when members can review developments before December begins.

For now, the decision provides continuity in production policy across the seven participating countries. Nevertheless, future discussions could consider changing market conditions and the wider outlook. OPEC+ Output policy will therefore remain under regular review as producers assess their commitments and international energy demand.
