Oman’s Intellectual Property Strategy was a major focus at the 66th session of the World Intellectual Property Organization (WIPO) Assemblies. The session is being held in Geneva, Switzerland and runs through July 17, 2025. Leading the discussions, Oman’s delegation is headed by Dr. Saleh Said Masan, who delivered a keynote speech during the summit. He serves as Undersecretary of the Ministry of Commerce, Industry and Investment Promotion for Commerce and Industry.
During his address, Dr. Saleh emphasized Oman’s commitment to building a national intellectual property ecosystem. Specifically, he explained that this system focuses on digital infrastructure, legal reform, capacity building, and public education. Importantly, according to him, Oman views intellectual property as a key driver of economic diversification and innovation. He stated that it supports the country’s shift toward a knowledge-based economy.
To illustrate this commitment, Dr. Saleh outlined several cooperative efforts with WIPO. For instance, he cited Oman’s membership in global IP treaties and implementation of shared projects. One example is a program supporting Omani frankincense producers. This project trained local entrepreneurs on how to use intellectual property rights. Moreover, it also helped raise the product’s marketing value by applying geographical indicators. Dr. Saleh said this enhanced the global appeal of Omani frankincense.
In addition, he praised WIPO’s role in assisting Oman with its National Intellectual Property Strategy. This joint initiative aims to build a sustainable, innovation-friendly IP system nationwide. It also seeks to enhance Oman’s economic competitiveness. To support this, Oman worked closely with WIPO to adapt the organization’s online DL101 course to national standards. This customized version now reflects local laws, languages, and cultural norms.
Furthermore, WIPO experts provided technical input to help Oman modernize its IP legislation. They offered recommendations on best practices and helped shape policy directions. Finally, Dr. Saleh concluded by affirming Oman’s full support for WIPO’s mission. He pledged that Oman will continue to work with member nations to create a fair, inclusive global IP framework.
