Dr. Amthal Al-Huwailah, Kuwait’s Minister of Social Affairs, Family, and Childhood Affairs, has officially approved a new organizational structure for the Supreme Council for Family Affairs. This restructured framework aims to improve the Council’s efficiency and effectiveness in managing family-related issues across various sectors.
Key Elements of the New Structure
The new organizational structure includes:
- A Secretary-General, who will hold the rank of Undersecretary.
- Two Assistant Undersecretaries responsible for overseeing key sectors, including Family Care, Advisory Services, Psychological Counseling, Legal Affairs, Financial and Administrative Affairs, and Information Systems.
- Seven specialized departments, which will be divided across various areas of responsibility.
Departmental Breakdown
The departments are structured as follows:
- Legal, Financial, Administrative Affairs, and Information Systems – Three departments under this category will focus on the operational, financial, legal, and informational aspects of the Council.
- Family Care, Advisory Services, and Psychological Counseling – Two departments will work on providing comprehensive family care, advisory services, and psychological support.
- Secretary-General’s Office – Two departments directly under the Secretary-General will ensure smooth administrative functioning and coordination within the Council.
Approval and Implementation Process
The new structure has already been submitted to the Civil Service Bureau for approval, following which it will be integrated into the Bureau’s automated systems. The Ministerial Resolution No. (49/2025) outlines that all responsibilities previously held by the Social Development Office (Al-Mughla) will now be transferred to the Supreme Council for Family Affairs.
