Kuwait Launches Shagaya Renewable Energy Project to Boost Clean Power Production

Kuwait is set to begin implementing the Shagaya renewable energy project this year, with a planned electricity production capacity of 4,800 megawatts. This project represents approximately 26 to 27 percent of the country’s total power output, according to Minister of Electricity, Water, and Renewable Energy Dr. Sabeeh Al-Mukhaizeem. Project Development and International Collaboration

Speaking at the Kuwait Sustainable Energy Conference, Dr. Al-Mukhaizeem announced that the Shagaya project will be developed in phases. Some phases will be managed through Kuwait’s Public-Private Partnership (PPP) Authority. Others will be completed in cooperation with the Chinese government. In March, Kuwait signed an agreement with China to implement renewable energy projects with a combined capacity of 3,500 megawatts. A Chinese delegation arrived in Kuwait on Sunday and is scheduled to visit the project site soon. The minister expressed optimism that the Shagaya project will be operational by 2028. He also mentioned that the financial cost of the project remains under study, with further assessments expected as development progresses. The collaboration with China is viewed as a strategic move to accelerate Kuwait’s renewable energy goals.

Strategic Energy Vision for 2050

Dr. Al-Mukhaizeem emphasized Kuwait’s commitment to achieving a balanced energy mix as part of its long-term strategy. He highlighted the nation’s goal of generating 50 percent of its electricity from renewable sources by 2050. This vision aligns with the directives of HH the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. Additionally, it aligns with HH the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah. The minister stated that investment in renewable energy is now a necessity, not just a technical option. He stressed the importance of clean energy projects in stabilizing power grids, enhancing national economies, and promoting sustainability. Kuwait continues to expand its clean energy initiatives and diversify its energy sources while strengthening partnerships to drive regional stability.

Regional and Global Partnerships

The Kuwait Sustainable Energy Conference coincided with Kuwait assuming the presidency of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). Minister Al-Mukhaizeem highlighted the importance of this leadership role, which underscores Kuwait’s growing influence in the renewable energy sector.

RCREEE Chairman Ahmad Al-Dosari praised Kuwait’s efforts to diversify its energy mix, aligning with the Kuwait 2035 vision and the UN Sustainable Development Goals. He noted that RCREEE provides technical support and coordinates policies. It also builds regional capacity to drive sustainable energy initiatives.

Dr. Bahjat Abu Al-Nasr, Director of the Energy Department at the Arab League, emphasized the conference as a regional platform for energy discussions. He highlighted its alignment with the 80th anniversary of the Arab League. Furthermore, he reaffirmed the League’s commitment to supporting energy transitions through partnerships with RCREEE.

Global Support for Sustainable Energy

Dr. Torkild Byg, Deputy Head of the European Union Mission in Kuwait, commended Kuwait’s progress in renewable energy. He noted the EU’s goal to become the first carbon-neutral continent by 2050. Moreover, he praised Kuwait’s commitment to international cooperation in clean energy.

Dr. Grammenos Mastrojeni, First Deputy Secretary General of the Union for the Mediterranean, also spoke at the event. He stressed the need for joint efforts in addressing energy, food, and water security challenges in the face of climate change. He underlined the importance of comprehensive studies. In addition, global cooperation is essential for sustainable energy solutions.

Exhibition and Interactive Workshops

The three-day Kuwait Sustainable Energy Conference features panel discussions and interactive workshops with local and international experts. Dr. Al-Mukhaizeem inaugurated an exhibition showcasing renewable energy technologies aimed at improving energy efficiency and reducing waste.
