Kuwait Launches Landmark Anti-Narcotics Law to Strengthen Crime Deterrence and Rehabilitation

Kuwait takes a major step in fighting drug crimes with the new Anti-Narcotics and Psychotropic Substances Law, coming into effect tomorrow. This law provides a strong framework to punish traffickers while offering support and treatment for victims. It marks a key milestone in the country’s efforts to fight drug abuse and crime.

The law has 84 articles that clearly define drug-related crimes. It covers all illegal transactions, including exchanges without money, such as bartering for services. By widening the legal scope, the government ensures that criminals face strict punishment, while victims gain safe access to rehabilitation.

A key part of the law is its dual-track approach. First, penalties for all drug offenses have increased. Second, the law sets the harshest penalties, including life imprisonment and death, for smuggling, manufacturing, trafficking, or cultivating drugs. These measures aim to stop criminal networks and protect society.

The law also protects vulnerable groups. It imposes severe penalties when minors, people with mental illness, or caregivers are involved in crimes. At the same time, it ensures human rights. Addicts who voluntarily seek treatment before any investigation will not face criminal charges. This encourages individuals to get help without fear.

Moreover, the law stresses confidentiality and responsible reporting. Relatives up to the third degree can report an addict safely. Disclosing treatment or rehabilitation data without a valid reason can result in fines or jail time. These rules build trust and protect those seeking help.

The legislation also requires the establishment of rehabilitation and addiction treatment centers. The Ministry of Interior must set up reform centers to handle prison sentences for drug offenses. These steps provide structured care and strengthen Kuwait’s long-term strategy against drugs.

By combining firm punishment, protection for vulnerable groups, and support for addicts, the Anti-Narcotics and Psychotropic Substances Law represents a major change. It ensures that Kuwait can fight drug crimes effectively while supporting recovery and rehabilitation.
