Kuwait-France Relations Mark 65 Years

Kuwait-France relations reach a significant milestone as French President Emmanuel Macron visits Kuwait for official talks on Monday. Macron will meet Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah to discuss bilateral cooperation and regional developments. The visit highlights 65 years of diplomatic ties and a partnership spanning defense, investment, healthcare, education, and culture.

The two countries have expanded their relationship considerably since establishing diplomatic ties in 1967. France recognized Kuwait’s independence on August 28, 1961, and appointed its ambassador in Beirut to represent France in Kuwait. Paris also opened a permanent trade mission, creating an early foundation for closer political and commercial engagement.

Kuwait continues to value France’s support during Iraq’s invasion in August 1990. At the time, French President François Mitterrand declared Kuwait’s sovereignty non-negotiable and committed approximately 18,000 French troops. French forces subsequently participated in international efforts to liberate Kuwait in 1991, reinforcing defense cooperation between the two countries.

Since then, reciprocal visits by senior officials have helped maintain regular dialogue and advance shared priorities. In July 2025, Sheikh Meshal visited France and held discussions with Macron on economic, diplomatic, and military cooperation. The leaders also explored coordination on regional crises and opportunities to strengthen their long-standing partnership.

During that visit, both countries signed a declaration of intent for the Kuwait-France Strategic Investment Partnership covering 2025–2035. They also agreed to strengthen cultural cooperation and commemorate the 65th anniversary of diplomatic relations in 2026. Furthermore, the French Institute in Kuwait launched its second-half cultural season in September 2026 to encourage collaboration among artists, intellectuals, and cultural institutions.

Strategic dialogue sessions provide another channel for advancing Kuwait-France relations. Officials alternate meetings between the two capitals to assess progress, establish objectives, and plan future cooperation. These discussions also allow both sides to exchange views on regional and international challenges affecting security and peace.

Economic cooperation remains an important component of the bilateral relationship. France ranks among Kuwait’s significant international investors, particularly in energy, infrastructure, and cosmetics. French companies also represent approximately half of the European companies operating in Kuwait, according to the supplied report.

Several agreements support investment and commercial exchanges between the two countries. Kuwait and France signed a tax cooperation agreement in 1973 and an investment protection agreement in 1989. In June 2017, Kuwait also signed an agreement implementing international tax treaty measures designed to address base erosion and profit shifting.

Additionally, the Kuwait-France Friendship Committee promotes cooperation across economic, educational, cultural, and social fields. The committee provides another framework for developing relationships between institutions and professionals. Through these mechanisms, both countries continue to pursue opportunities for investment, knowledge exchange, and broader institutional partnerships.

Defense cooperation also remains central to their relationship. Kuwait considers France a strategic ally, reflecting its contribution to the international coalition that liberated Kuwait in 1991. In August 1992, both countries signed a defense agreement covering responses to external aggression, joint exercises, military training, and exchanges of expertise.

They strengthened their military relationship further through another cooperation agreement in December 2006. More recently, in July 2025, Kuwait’s National Guard and France’s Gendarmerie signed a memorandum of understanding. The agreement supports coordination, security cooperation, and military training between the two organizations.

Healthcare partnerships have also expanded through professional collaboration and institutional agreements. In February 2025, Kuwait’s Health Minister Ahmad Al-Awadhi signed an agreement with France’s Gustave Roussy cancer center. The partnership aims to support healthcare development in Kuwait, particularly through specialist knowledge and medical expertise.

Meanwhile, a University of Nice delegation visited Kuwait in 2021 to explore medical cooperation and professional exchanges. Both countries have also signed agreements to encourage cultural activities and expand educational opportunities. These initiatives include efforts to increase the number of Kuwaiti students studying in France.

Macron’s visit therefore provides an opportunity to review existing commitments and identify areas for further cooperation. Kuwait-France relations now encompass diplomacy, investment, defense, education, healthcare, scientific research, and cultural exchange. As the anniversary approaches, both governments are emphasizing continued dialogue and partnerships that support their shared interests.
