Kuwait Exam Oversight Tightened After Grade 12 Violations

Kuwait has reinforced its Kuwait exam oversight following reported violations during the first week of Grade 12 exams. The Ministry of Education confirmed that administrative and legal actions have been taken against staff involved. Authorities emphasized that these measures are part of a broader effort to ensure fairness and transparency in national exams.

The ministry reported that two exam committee heads had their assignments canceled and were referred for investigation. Their actions failed to follow approved procedures and contradicted instructions for exam committees across all educational regions. In addition, They removed a national proctor not fulfilling his duties, as his conduct did not meet the ministry’s standards for oversight.

Under the national proctor system introduced in 2025, experienced staff monitor exam committees, supervise secure printing facilities, and enforce compliance with regulations. All proctors pledge neutrality and avoid conflicts of interest. These measures aim to prevent misconduct and maintain integrity in the examination process.

The violations occurred even as more than 33,000 students began their first-term final exams under largely orderly conditions. The ministry has strengthened security measures after past exam leaks, including deploying 215 national proctors across 176 committees. They transported Exam papers on 217 GPS-tracked buses, while strict legal penalties target anyone involved in cheating or leaking content.

Daily inspections, audit teams from the minister’s office, and continuous field visits by senior officials form part of Kuwait exam oversight. These measures ensure compliance with procedures and provide immediate responses to any breach. The ministry stressed that the law applies to everyone, and violations will face both legal and administrative consequences.

Officials said the steps taken demonstrate the ministry’s commitment to protecting students’ rights and maintaining public trust in the examination system. By acting quickly against misconduct, Kuwait reinforces a culture of accountability and fairness.

Overall, the Kuwait exam oversight emphasizes rigorous supervision, staff accountability, and proactive monitoring. Authorities believe these actions will prevent future violations and ensure Grade 12 exams continue smoothly. This approach underscores Kuwait’s focus on transparency, student fairness, and institutional integrity in education.
