Kuwait Approves Changes to Municipal Council Law

Kuwait’s Cabinet has approved a draft decree-law introducing amendments to the country’s Municipal Law, including changes to the structure and appointment process of the Municipal Council.

The decision was announced following the Cabinet’s weekly meeting chaired by Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah.

Under the revised provisions, the Municipal Council will consist of 12 members appointed by decree. Candidates must be Kuwaiti citizens by birth, at least 30 years old, and hold university qualifications in engineering, architecture or related municipal specialisations.

The amendments also set the council’s term at two years from the date of its first meeting. Authorities will retain the ability to dissolve or reconstitute the body before the term expires, while replacement members would complete the remainder of the existing term.

The proposed changes have been submitted to Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for review.

The reforms reflect broader efforts across Gulf states to update administrative and municipal governance structures as governments continue expanding urban development and infrastructure projects.

During the meeting, ministers were also briefed on Kuwait’s participation in the first EU-GCC Geopolitical and Investment Summit held in Greece. Kuwaiti officials discussed cooperation with European partners in areas including energy, investment, infrastructure and digital transformation.

The Cabinet additionally reviewed recent diplomatic exchanges with regional and international leaders, including discussions involving Qatar, Italy, France and Spain.

Kuwait also condemned recent drone attacks launched from Iraqi airspace toward Saudi Arabia and the UAE, describing them as violations of international law and regional security agreements.

At the conclusion of the meeting, ministers extended Eid Al-Adha greetings to citizens and residents across the country.
