Kuwait’s National Guard Launches Fourth Strategic Plan, Aims for Enhanced Homeland Protection

The Chief of Kuwait’s National Guard, Sheikh Mubarak Humoud Al-Jaber Al-Sabah, officially unveiled the National Guard’s fourth strategic plan (2030), titled “Protecting the Homeland,” in a ceremony held.

In his remarks during the launch, Sheikh Mubarak praised the commitment and professionalism of the team responsible for developing the strategic plan. He expressed pride in their continuous efforts to implement the Guard’s objectives through strategic five-year plans designed to achieve the highest standards in leadership, readiness, and professional excellence.

Lieutenant General Engineer Hashem Al-Rifai, Undersecretary of the National Guard, stressed that this strategic initiative aligns with the vision set forth by His Highness the Amir and Supreme Commander of the Armed Forces, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. General Al-Rifai explained that the new strategic plan emphasizes institutional excellence across military, administrative, and technical operations. It reflects core values such as loyalty, belonging, justice, readiness, and professionalism, equipping the National Guard to fulfill its critical role in national defense and security, and effectively support other state institutions. General Al-Rifai extended appreciation to the planning team for their diligent efforts and urged commanders and officers to actively pursue the plan’s objectives, especially regarding technological advancement and innovation.

Staff Colonel Azzam Suleiman, representing the strategic planning team, provided insights into the vision behind the fourth strategic plan. He explained that the “Protecting the Homeland” plan positions the National Guard as an essential pillar in safeguarding national security, promoting excellence through participatory leadership, preparedness, and the cultivation of an elite force. Colonel Suleiman emphasized that the plan rests on foundational principles of loyalty, belonging, justice, and professionalism, and prioritizes the development of military, administrative, technical, security, and medical capabilities to boost combat and operational effectiveness.

Additionally, Colonel Suleiman highlighted the plan’s emphasis on fostering international and institutional cooperation, enabling the National Guard to enhance partnerships domestically and abroad. The strategy prioritizes technological advancements, urging the integration of modern innovations in ongoing projects. Sustainability is another key component, with the National Guard committed to continuous investment in infrastructure to ensure readiness and reliability in supporting national needs at all times.
