Sultan Haitham Grants First Dual Citizenship Under New Law

Dual citizenship under new law has been granted by His Majesty Sultan Haitham bin Tarik. He issued Royal Decree No. 29/2025, granting Omani citizenship to Maria Victor Anatolyevich Armantova. This decree allows her to hold both Omani and Russian citizenship. It is the first time Oman has granted dual citizenship under the new law.

The decree follows the implementation of the Omani Nationality Law through Royal Decree No. 17/2025, which came into effect on February 2, 2025.
