Saudi EV Industry Gains Momentum With Ceer Launch

Saudi EV industry development is gaining momentum as the Kingdom seeks to diversify its economy beyond oil revenues. Through Ceer, its first homegrown electric vehicle brand, Saudi Arabia aims to strengthen manufacturing, attract investment and create skilled employment opportunities.

For decades, oil has played a central role in Saudi Arabia’s economic growth. However, changing global energy markets have highlighted the risks of relying heavily on one commodity. Consequently, the Kingdom has pursued broader economic development through Vision 2030, launched on April 25, 2016.

The national strategy aims to expand private-sector activity, attract international investment and establish new industries. Within this framework, automotive manufacturing offers opportunities to develop local expertise and strengthen domestic supply chains. Electric vehicles could also help position Saudi Arabia within a rapidly evolving global mobility market.

Crown Prince Mohammed bin Salman launched Ceer on November 3, 2022. The company aims to design, manufacture and distribute vehicles for customers in Saudi Arabia and across the wider Gulf region. Moreover, its development supports efforts to create high-quality jobs and increase the private sector’s contribution to economic growth.

Ceer is working with BMW through a partnership involving licensed component technology. This arrangement supports the company as it develops sedans and sport utility vehicles for regional customers. At the same time, Ceer aims to establish capabilities spanning vehicle design, engineering, sourcing, testing and manufacturing.

On September 21, 2026, the crown prince unveiled Ceer’s first flagship models, the Exobot sedan and SUV. The company introduced both vehicles in limited First Edition versions, marking a significant milestone in its development. The models represent an important step toward bringing Saudi-developed vehicles to market.

Ceer plans to introduce additional models progressively over the next five years. Its expected lineup includes compact and midsize vehicles designed to meet different customer needs. Furthermore, the company intends to combine advanced technology, reliability and affordability as it competes within the automotive sector.

Production will take place at the Ceer Manufacturing Complex in King Abdullah Economic City. The facility sits within the King Salman Automotive Cluster, which supports the Kingdom’s broader industrial ambitions. Through this manufacturing base, Ceer hopes to develop local expertise and strengthen automotive production capacity.

The vehicles also draw inspiration from Saudi Arabia’s landscape and cultural identity. Their design and engineering aim to meet international standards while establishing a distinctive national brand. Therefore, the project represents more than vehicle assembly, with wider ambitions for innovation and industrial development.

By 2034, Ceer expects to contribute more than SR30 billion, approximately $8 billion, to Saudi Arabia’s gross domestic product. The company also projects an improvement of around SR80 billion in the trade balance. In addition, it expects to create approximately 30,000 direct and indirect jobs.

Saudi nationals are expected to fill 80 percent of the company’s direct positions. These targets highlight the project’s potential role in employment, technical training and local economic participation. However, the projected outcomes depend on the company’s future development and delivery of its industrial plans.

The Saudi EV industry also forms part of the Kingdom’s broader sustainability ambitions. Ceer supports the Saudi Green Initiative and the national goal of reaching net-zero emissions by 2060. Nevertheless, the wider environmental impact will depend on factors such as manufacturing processes, electricity sources and battery supply chains.

Ceer also aims to attract more than SR562.5 million in foreign direct investment by 2034. This ambition aligns with the Public Investment Fund’s strategy and the wider objectives of Vision 2030. International investment could help expand technical capabilities, supplier networks and manufacturing expertise.

Ultimately, Saudi Arabia’s automotive plans reflect a broader effort to build industries that generate value beyond natural resources. Through local engineering, manufacturing and investment, the Saudi EV industry could support economic diversification and strengthen the Kingdom’s position in regional automotive markets. Its long-term impact will depend on production growth, consumer demand and the development of competitive local supply chains.
