Abu Dhabi AI Government Target for 2027

Abu Dhabi AI plans could transform government services across the emirate by 2027. The government aims to become the world’s first fully AI-powered government. The strategy includes more than 100 artificial intelligence use cases. These projects will span more than 40 government entities across Abu Dhabi.

The emirate plans to invest Dh13 billion in the transformation. The investment will support infrastructure, sovereign cloud services, cybersecurity, and workforce development. In addition, officials want to redesign major government functions around artificial intelligence.

The strategy also focuses on keeping government data inside the UAE. Therefore, Abu Dhabi plans to reach complete reliance on sovereign cloud infrastructure. This approach will give government entities greater control over sensitive information.

Officials also want artificial intelligence to work alongside government employees. AI agents will support staff across different departments and professional fields. Meanwhile, employees will continue making important decisions that require human judgment.

The transformation already includes several major digital platforms. GovGPT and TAMM provide examples of how AI can support public services. These platforms have helped eliminate more than 37 million personal government visits.

Furthermore, more than 95 percent of service requests can now finish automatically. This shift could make public services faster and easier for residents. It could also reduce paperwork and the need for physical government visits.

At the same time, the government wants to strengthen data protection. Officials plan to keep personal information within the country. They also want stronger controls over how artificial intelligence accesses government data.

The strategy places significant importance on employee training. Abu Dhabi is currently developing AI skills among its existing government workforce. Around 35,000 employees will receive access to Microsoft 365 Copilot.

However, workforce development will not rely only on new technology tools. Employees will also learn how to use AI safely and responsibly. They will need to assess AI results rather than accept them without review.

The government also expects new roles to emerge as AI adoption expands. Workers will increasingly guide AI agents and manage intelligent systems. Moreover, demand will grow for specialists in data governance and cybersecurity.

Officials still expect to recruit outside specialists for highly technical positions. Nevertheless, building internal capabilities remains a central part of the strategy. This approach could help government entities maintain long-term expertise.

Abu Dhabi also describes its strategy as one connected government system. The plan does not treat AI projects as separate experiments. Instead, it connects technology, data, procedures, employees, and institutional culture.

The Artificial Intelligence Factory will support this broader transformation. It will help move AI solutions from testing into government-wide operations. As a result, agencies can develop and scale solutions through shared infrastructure.

Security will remain another major priority throughout the transformation. The sovereign cloud strategy follows a security-by-design approach. It combines encryption, threat detection, data governance, and cybersecurity controls.

Officials also plan continuous monitoring of government AI systems. This process can help identify risks and improve system reliability. Therefore, the government aims to build trust alongside technological progress.

The strategy could also change how residents interact with government services. People may complete more tasks remotely through digital platforms. Consequently, physical visits and paper-based processes could continue declining.

By 2027, Abu Dhabi AI could create a new model for public administration. The emirate wants technology to improve efficiency without removing human oversight. It also wants government services to remain accessible and focused on people.

The plan ultimately connects artificial intelligence with broader government reform. It combines investment, infrastructure, workforce skills, cybersecurity, and data governance. Together, these elements support Abu Dhabi’s goal of creating a highly automated government.
