UAE Launches First Regulated Gambling Market

The United Arab Emirates has begun rolling out a regulated gambling framework, marking a significant shift in its approach to the sector with the introduction of federal oversight and licensing systems.

The framework is being implemented under the General Commercial Gaming Regulatory Authority, established in 2023 to oversee and regulate commercial gaming activities in the country.

Authorities say the new system is designed to create a transparent and tightly regulated market, supported by licensing rules, compliance mechanisms and digital monitoring tools.

As part of early implementation, an operator known as Play971 has launched what is described as the country’s first legal advertising campaign for international football betting under the new regulatory structure.

The regulator has outlined separate categories for operators, technology vendors and senior personnel, with strict licensing requirements in place for all participants in the sector.

Major developments are also underway in the wider industry, including a large-scale resort project in Ras Al Khaimah led by Wynn Resorts, which is expected to open in 2027 and become the first licensed casino-style venue in the country.

Officials are also considering a model that could allow individual emirates to issue separate licences as the regulatory framework continues to evolve.

Analysts say the introduction of the sector could influence related industries such as tourism, hospitality and real estate, particularly in areas hosting major development projects.

The move represents one of the most significant regulatory shifts in the UAE’s commercial landscape in recent years.
