The Kuwait prosecution report for 2025 shows a steady rise in legal activity and significant progress in case resolution. Authorities handled 49,763 cases, marking a 7.6 percent increase from 2024. This growth highlights the increasing workload of the public prosecution over recent years.
The report reveals impressive efficiency. Officials completed 48,533 cases, accounting for 97.5 percent of total cases. Among these, 61 percent were referred to criminal courts, while 37.7 percent were archived. Meanwhile, the judicial system delivered 50,567 judgments, achieving an 88 percent conviction rate.
In addition, the prosecution processed 11,807 appeals, including 10,730 at the Court of Appeals and 1,077 at the Court of Cassation. This demonstrates a robust mechanism for addressing disputes and maintaining judicial oversight.
The report also details the demographics of accused individuals. Of 50,459 prosecuted people, 55.4 percent were Kuwaiti nationals and 44.6 percent non-Kuwaitis. Men made up 84.9 percent of defendants, while women accounted for 15.1 percent. The most common age group was 30 to 39 years, comprising 28.5 percent of cases.
Authorities highlighted changing crime patterns. Financial and media-related offenses rose sharply. Forgery of bank documents increased 44.2 percent, reaching 3,822 cases. Crimes in press, media, and IT jumped 31.1 percent, totaling 5,323 cases. Failures to submit financial disclosure statements surged 69.4 percent.
Furthermore, human trafficking cases climbed 155.6 percent, with 23 incidents reported in 2025. On the other hand, misuse of public funds fell 67 percent to 73 cases. Domestic violence decreased 16.4 percent, while juvenile crimes dropped 9.5 percent.
Additionally, specialized areas of prosecution saw notable shifts. State security cases rose 15.7 percent to 125. Cases of public officials refusing judicial rulings increased 46.5 percent to 624. Travel bans totaled 1,003, and preventive detention orders reached 3,206. The prosecution also collected KD 1,236,603 in bail.
The Commercial Affairs Prosecution handled the highest volume of cases at 7,799, followed by Ahmadi and Mubarak Al-Kabeer offices with 6,355 cases each. The Kuwait prosecution report highlights the commitment to efficiency, transparency, and accountability in the justice system.
