Kuwait Signs Deal with China to Fast-Track Mubarak Al-Kabeer Port Project

Kuwait has signed a significant agreement with China State Construction and Transport Limited to accelerate the development of the Mubarak Al-Kabeer Port. The deal, signed by Dr. Noura Al-Mashaan, Kuwait’s Minister of Public Works, includes study, design, and pre-implementation services for the port. This follows necessary regulatory approvals. Additionally, it follows Decree-Law No. 22 of 2025 that transferred jurisdiction and financial oversight to the Ministry of Public Works.

The Mubarak Al-Kabeer Port project is an integral part of Kuwait’s New Kuwait 2035 vision. This aims at establishing the country as a regional transport hub. The project is expected to significantly boost Kuwait’s GDP, enhance its commercial role, and expand both import and export activities. It will reinforce the nation’s strategic position in global trade.

The port is also poised to generate a wide range of career opportunities for Kuwaiti citizens. These opportunities support both construction and long-term operational phases. Moreover, it will play a vital role in diversifying Kuwait’s economy. It aims to restore its leadership in regional commerce and finance.

Strategic Collaboration with China

The contract is a result of continued cooperation between Kuwaiti and Chinese leadership. It is aligned with Kuwait-China relations, emphasizing the shared vision of enhancing economic and commercial ties. Ambassador Sameeh Johar Hayat highlighted that the discussions between the two nations were marked by mutual commitment to Kuwait’s economic growth. Additionally, China supports the Amir’s vision of transforming Kuwait into a global financial and commercial hub.

This landmark project will also drive Boubyan Island’s development. It will include commercial investments, housing, and tourism projects, leveraging its strategic location. Both nations have expressed strong interest in sustaining this partnership. They aim to foster a favorable investment climate and increase collaboration to ensure long-term prosperity and growth.
