ADNOC and Shell Forge Landmark 15-Year LNG Deal for Ruwais Project

ADNOC has strengthened its global energy presence with a 15-year sales agreement with Shell for the Ruwais LNG project. The deal, signed at ADIPEC 2025, secures delivery of up to 1 million tonnes per annum (mtpa) of liquefied natural gas (LNG). This marks ADNOC’s first long-term LNG sales agreement with Shell and the eighth long-term offtake contract for the project.

The SPA converts a previous Heads of Agreement into a definitive contract. With this agreement, more than 8 mtpa of the Ruwais LNG project’s planned 9.6 mtpa capacity is now committed. Customers across Asia and Europe have secured these volumes, just 16 months after the project’s Final Investment Decision in July 2024.

Additionally, ADNOC Gas CEO highlighted the milestone as a key step in positioning the UAE as a reliable supplier of lower-carbon LNG. The project is advancing at record pace, aiming for commissioning by the end of 2028. Construction, contractor mobilisation, and site works are progressing on schedule, reflecting ADNOC’s ambitious development strategy.

The Ruwais LNG facility, located in Al Ruwais Industrial City, will feature two 4.8 mtpa liquefaction trains. Once operational, the plant will more than double ADNOC Gas’ current LNG production to approximately 15 mtpa. Its operations will leverage clean power, artificial intelligence, and advanced technologies to enhance safety, efficiency, and reduce carbon intensity.

Shell, which holds a 10 percent stake through Shell Overseas Holdings Limited, emphasized the long-standing partnership with ADNOC. Shell’s executive team noted that the agreement strengthens global energy security and expands the company’s LNG portfolio.

This contract reflects ADNOC’s strategic approach to rapidly commercialize the Ruwais LNG project. Moreover, the UAE continues to attract international partners to develop projects that combine energy output with sustainability. By securing long-term agreements early, ADNOC ensures market stability and predictable supply.

The facility will also serve as a benchmark for low-carbon LNG projects in the Middle East and Africa. With rising global demand for LNG, the project positions the UAE as a leader in the energy transition. Overall, the Ruwais LNG project demonstrates the UAE’s commitment to innovation, sustainability, and global energy leadership.
