Iraq Strengthens Refugee Healthcare Access with Major UNHCR Support

From 2022 to 2025, Iraq made major progress in improving medical services for refugees, focusing on inclusive healthcare in Iraq. In partnership with the UNHCR and the Ministry of Health, Iraq successfully transitioned refugee health services from temporary camp clinics to the national public health system. This major shift ensures more sustainable and equal access to medical care for all communities.

Initially, refugees relied on parallel camp-based services established during the humanitarian response to their arrival. However, authorities soon realized that long-term solutions required integration within local public health centres. Therefore, UNHCR collaborated closely with Iraq’s Ministry of Health and local Directorates of Health to develop a detailed plan for service transition.

To make this change effective, public health facilities near refugee camps were thoroughly assessed to identify gaps and barriers. Based on the findings, UNHCR and its partners created an integration strategy that strengthened local systems. This approach promoted smoother coordination and stronger community inclusion while ensuring continued care for vulnerable populations.

In the Kurdistan Region of Iraq, refugees and asylum seekers can now access public healthcare services just like Iraqi citizens. People typically pay a nominal fee of 500 IQD for medical visits. This inclusive approach supports equality and promotes inclusive healthcare in Iraq as a key national goal.

Between 2022 and 2025, UNHCR invested around USD 15.5 million to enhance healthcare for refugees. This funding supported the construction of new primary health clinics, provision of medicines, and delivery of mental health and psychosocial services. Additionally, local healthcare workers received training to improve service quality and patient care.

These combined efforts have had a lasting impact, ensuring that refugees receive the same treatment and respect as nationals. By promoting inclusive healthcare in Iraq, the country not only improves health outcomes but also strengthens social unity.

Iraq’s progress reflects a clear commitment to sustainable development and equality in healthcare. The ongoing collaboration between UNHCR, the Ministry of Health, and local authorities continues to build a fairer, healthier future for everyone.
