Kuwait Reforms Public Assistance Law to Ensure Justice and Efficiency

Kuwait has taken a major step to improve its social support system. The country recently amended a key part of its public assistance law. The aim is clear — ensure justice and efficiency in how help is given to those in need.

Through Decree-Law No. 88 of 2025, Kuwait changed Article 16 of Law No. 12 of 2011. This update gives more flexibility and power to the Public Assistance Committee. Before, only one committee handled all assistance cases. However, now, multiple subcommittees can be formed.

These subcommittees will be made up of trained specialists. So they will examine and approve applications faster and more accurately. This change helps ensure that public support reaches the right people on time.

The Minister will still form the main Public Assistance Committee. The decision from the Minister will outline how the committee works. It will set rules on meetings, duties, and how voting will take place.

However, the biggest improvement lies in how the new subcommittees operate. They will include experts from the administration. Their job is to manage and decide on cases by following the law closely.
