UAE Smart Referral System Enhances Victim Protection

Smart Referral System initiatives took center stage in Abu Dhabi as the UAE marked World Day Against Trafficking in Persons on July 30. The National Committee for Combatting Human Trafficking launched a dedicated website and introduced a regional first—the AI-powered Smart Referral System (SRS).

The announcement was made during an official event hosted at the Ministry of Justice headquarters in Abu Dhabi. The ceremony took place under the patronage of Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the National Committee.

The event drew participation from committee members, diplomatic mission representatives, and senior officials from the Ministry of Justice. The launch reflects the UAE’s ongoing commitment to combat trafficking crimes with proactive tools and strong international alignment.

During his speech, the Minister highlighted the importance of a long-standing national vision rooted in humanitarian values. He noted the UAE’s early adoption of global anti-trafficking agreements, dating back to 2006.

Additionally, the UAE enacted legislation and built a strategy to address trafficking across prevention, prosecution, and victim support pillars. The latest development includes the launch of the National Anti-Human Trafficking Plan 2025–2027.

This plan follows a comprehensive framework. It targets crime sources, ensures accountability for perpetrators, and upholds best global standards. Moreover, it emphasizes holistic care and rehabilitation services for victims.

The Minister also unveiled the Smart Referral System, designed to protect and support victims using artificial intelligence. This first-of-its-kind platform in the region centralizes digital case management from initial identification through investigation and legal processing.

The Smart Referral System creates automated case files and streamlines coordination among shelters, law enforcement, and judicial bodies. It also uses geographic tracking and intelligent data analysis to speed up intervention and ensure procedural accuracy.

Furthermore, the system supports the UAE’s “Zero Bureaucracy” Programme, improving service delivery across 11 key entities. This digital transformation boosts victim protection and accelerates the referral process.

By integrating digital innovation into anti-trafficking efforts, the Smart Referral System enhances national capabilities and strengthens interagency cooperation. It stands as a milestone in the UAE’s broader strategy for justice, protection, and global collaboration.
