Sultan Haitham Grants First Dual Citizenship Under New Law

Dual citizenship under new law has been granted by His Majesty Sultan Haitham bin Tarik. He issued Royal Decree No. 29/2025, granting Omani citizenship to Maria Victor Anatolyevich Armantova. This decree allows her to hold both Omani and Russian citizenship. It is the first time Oman has granted dual citizenship under the new law.

The decree follows the implementation of the Omani Nationality Law through Royal Decree No. 17/2025, which came into effect on February 2, 2025. Under this law, dual nationality is generally prohibited unless granted through a Royal Decree. The Minister of the Interior must recommend these exceptions for approval.

Maria Victor Anatolyevich Armantova’s case marks a significant milestone. It is the first instance of dual citizenship under the new law. This landmark decision demonstrates the law’s flexibility, allowing dual citizenship in special circumstances. As a result, it sets a precedent for future cases of dual nationality.

The Omani Nationality Law has stirred significant interest. It restricts dual citizenship but provides exceptions via the Royal Decree process. This ensures that those who meet specific criteria can legally hold dual nationality.

This decision is also seen as a step toward strengthening diplomatic relations between Oman and Russia. Experts believe it could pave the way for further instances of dual nationality. Omani officials have expressed optimism about the potential for more international cooperation.

In conclusion, dual citizenship under the new law has officially begun with the grant to Maria Victor Anatolyevich Armantova. This decision is a groundbreaking move for Oman’s citizenship policy. It may lead to future cases of dual nationality, reinforcing Oman’s willingness to adapt to global trends and foster international relations.
