Saudi Arabia Hosts Landmark Workshop on Global Military Rules and Humanitarian Law

The 18th Senior Workshop on International Rules Governing Military Operations (SWIRMO) opened in Riyadh, marking a milestone for international humanitarian law. It is the first time Saudi Arabia has hosted this important global event. The Ministry of Defense’s National Defense University organized it in partnership with the International Committee of the Red Cross (ICRC). More than 125 senior officers from 90 countries attended, showing strong global commitment to humanitarian and military values.

During the opening, Lieutenant General Fayyad Al Ruwaili welcomed the guests and highlighted the Kingdom’s dedication to international humanitarian law. He said Saudi Arabia continues to build fair and transparent military laws. These laws ensure justice and accountability for any violations during conflicts.

Al Ruwaili also explained that Saudi Arabia’s respect for humanitarian principles comes from Islamic values of mercy and justice. These values guide the military even in the toughest situations. He added that the principles of international humanitarian law are part of all military training and education programs. This helps officers and soldiers apply the laws of war correctly in real operations.

He praised the Kingdom’s partnership with the ICRC, describing it as a model for humanitarian and legal education. He also recognized the King Salman Humanitarian Aid and Relief Center for helping people affected by wars and natural disasters around the world.

ICRC President Mirjana Spoljaric Egger thanked Saudi Arabia for hosting the event. She said this year’s workshop comes at a crucial time, as conflicts are increasing across the world. She noted that the gathering in Riyadh strengthens the shared responsibility to protect civilians and follow the laws of war.

The workshop sessions will continue until November 6. They cover topics such as urban combat, new military technologies, and multinational operations. Participants will also discuss ways to protect civilians and infrastructure during battles.

This global event highlights Saudi Arabia’s growing influence in defense education and humanitarian leadership. Through its firm support for international humanitarian law, the Kingdom continues to promote peace, accountability, and compassion in military operations worldwide.
