The Saudi Ministry of Interior has issued a firm clarification about entry restrictions during the Hajj season. The statement aims to ensure Hajj permit enforcement and maintain order during one of the world’s largest religious gatherings.
According to the Ministry, visit visas of any kind do not permit their holders to perform the Hajj pilgrimage. Only official Hajj visas, granted through approved channels, allow entry into Makkah and the holy sites.
Furthermore, authorities will not make exceptions, regardless of visa category or reason for travel.
To emphasize the seriousness of Hajj permit enforcement, the Ministry announced penalties for violators. Anyone entering Makkah between Dhul-Qi’dah 1 and Dhul-Hijjah 14 without proper documentation will face fines.
Offenders may be charged up to SR20,000 and will be immediately detained for legal action.
Additionally, residents who try to perform Hajj without valid permits will be deported. Authorities will also impose a 10-year entry ban on these individuals.
The Ministry reminded all residents, citizens, and international visitors about the importance of following Hajj regulations. These rules exist to protect public safety and ensure an organized pilgrimage.

Ministry officials also urged travel organizers to educate clients about permit rules to avoid violations. They warned that failure to comply could result in serious legal and financial consequences.
