The Ministry of Tourism has issued strict directives prohibiting accommodation for non-Hajj visa holders in Makkahduring the Hajj season 2025, as part of efforts to ensure safety and proper management of the pilgrimage.
Effective April 29—coinciding with Dhu Al-Qi’dah 1—until the end of the Hajj season, all travel agencies, hotels, and tourist accommodations in Makkah are barred from accepting bookings or completing check-ins for anyone not holding a valid Hajj visa or official permit for work or residency in Makkah during this period.
The measure is in line with the Ministry of Interior’s broader security and crowd-control plans, which require all other visa holders to exit Makkah by the start of Dhu Al-Qi’dah.
The Ministry emphasized that tourist establishments and online booking platforms must fully adhere to the ban, which is designed to facilitate a safe and organized Hajj for all pilgrims.
Hospitality providers found violating these directives will face legal penalties, with enforcement targeting both establishments and individuals. The Ministry also called for full cooperation with authorities to uphold the regulations and ensure a smooth pilgrimage experience.
