Minister of State for International Cooperation HE Maryam bint Ali bin Nasser Al Misnad reaffirmed Qatar’s firm commitment to protecting civilians and upholding international humanitarian law. She made these remarks during her address at the Humanitarian Leadership Conference (HLC 2025).
She highlighted the rising global challenges posed by conflicts that often fail to distinguish between civilians and combatants. Furthermore, she mentioned the increasing waves of displacement. She condemned violations such as the obstruction of humanitarian aid, targeting of infrastructure, and restrictions placed on relief organizations.
Al Misnad stressed that addressing these crises requires collective international efforts and serious political will. She emphasized that Qatar, grounded in its humanitarian principles, actively works with partners to ensure aid delivery. They aim to protect vulnerable populations and support accountability for violations of humanitarian law.
Referring to conflict zones such as Palestine and Sudan, she noted Qatar’s ongoing support and humanitarian contributions. She underlined the need to implement ceasefire agreements, ensure access to medical aid, and uphold the rights of civilians. She also reiterated Qatar’s call for dialogue as the only viable solution to long-term conflicts.
Al Misnad urged the international community to reassess joint action mechanisms, improve coordination, and strengthen data-driven planning. These steps would enhance humanitarian response. She called for a shift toward more resilient and adaptable humanitarian strategies. These strategies should include not only aid but also prevention, capacity-building, and diplomacy.
In her closing remarks, she expressed confidence that the conference, through its diverse expertise, would serve as a platform. This platform would help create impactful, actionable solutions to humanitarian challenges worldwide.
