PMF Tenure Dispute Stalls Critical Retirement Law Passage in Iraq

A political PMF tenure dispute regarding the chairman’s retirement age blocked key legislation in parliament on Saturday. Deputy Speaker Adnan Fayhan confirmed that extension disagreements forced authorities to withdraw the service and retirement law. Furthermore, official regulations governing standard military retirement age conflicted directly with proposed administrative leadership term extensions. Consequently, parliamentary leaders agreed to return the draft legislation back to executive committees for complete revision.

The proposed legislation aims to establish comprehensive administrative rules for personnel, benefits, and internal structural organization. Although parliament officially recognized the security force in 2016, essential internal governance frameworks remain largely unfulfilled. Furthermore, lawmakers emphasized that specific brigades were historically established for political and electoral purposes rather than defense. The cabinet approved the current draft in February 2025 before transferring the text to parliament for vote. Consequently, officials view finalizing clear administrative laws as essential for strengthening national defense institution frameworks.

Adnan Fayhan clarified that parliamentary discussions focus purely on organizational reform rather than personal political rivalries. Furthermore, lawmakers expect modified legislative drafts to reach the parliamentary floor within ten days for official consideration. Government ministers simultaneously continue working alongside military commanders to strengthen overall air defense capabilities across all provinces. Ultimately, resolving the PMF tenure dispute will help establish clear legal governance across national security forces.
