Oman Boosts Governorate Development Funding to Strengthen Social Welfare and Balanced Growth

Oman has approved a major increase in funding for regional projects, placing governorate development funding at the heart of national planning. The decision reflects a broader effort to strengthen social welfare while ensuring balanced economic growth across all governorates during the 2026–2030 development period.

The government raised allocations for the Governorate Development Program to 270 million rials under the new five-year plan. As a result, authorities can expand existing projects while launching new initiatives that respond to local needs. Moreover, this increase builds directly on progress achieved during the previous development phase.

Since its launch in 2022, the program has evolved steadily. Initially, each governorate received modest annual funding. However, early success encouraged policymakers to scale up support. Consequently, regional authorities began using local resources more efficiently while attracting private sector interest.

At the same time, the program aligned closely with national economic goals. It strengthened administrative independence at the governorate level and improved financial planning. In addition, it encouraged partnerships with local businesses, which helped diversify regional economies and increase investment confidence.

Project implementation accelerated noticeably in recent years. By mid-2025, authorities had completed or launched more than 1,000 projects across the country. Meanwhile, total spending surpassed 127 million rials, reflecting strong execution capacity and sustained momentum.

Economic benefits extended directly to local enterprises. Officials awarded nearly 1,000 contracts to small and medium companies. As a result, many businesses expanded operations while creating new employment opportunities. Job creation followed naturally, with more than 1,400 direct positions generated, alongside hundreds of indirect roles.

Infrastructure development formed a core pillar of the program. Authorities improved parks, walkways, and waterfront areas to enhance quality of life. In parallel, they upgraded markets, public spaces, and service facilities that support daily community needs.

Road and utility projects also received strong attention. Crews expanded street lighting, improved internal roads, and upgraded industrial routes. Additionally, drainage projects reduced flood risks and strengthened environmental resilience in vulnerable areas.

Tourism development further supported regional growth. Local administrations organized festivals and cultural events that attracted visitors. Consequently, these activities boosted local income while showcasing regional identity.

Looking ahead, the government plans to introduce new strategic programs during the upcoming plan period. These initiatives will support smart cities, integrate rural and urban development, and promote spatial fairness. Training programs have already prepared local officials to manage larger budgets and complex projects.

Ultimately, the expanded focus on governorate development funding reflects a long-term commitment to social stability and inclusive growth. By empowering regions and strengthening local economies, governorate development funding remains a central driver of Oman’s sustainable development path.
