Iraqi Election Candidates Face Heavy Fines for Campaign Violations

Iraq’s Independent High Electoral Commission (IHEC) fined two candidates for breaking campaign rules ahead of the November elections. The action highlights strict enforcement against electoral violations and clearly shows the Commission’s unwavering commitment to fairness, accountability, and credible democratic competition.

Ali Anheir, a candidate from the Reconstruction and Development Coalition in Baghdad, paid a fine of 5 million dinars, about 3,400 USD. Osama Ali al-Jubouri, from the Services Coalition in Najaf, received a fine of 2 million dinars, around 1,360 USD. Both candidates violated the same campaign regulation.

IHEC stated that fines send a warning to others considering unlawful tactics. Officials stressed that strong action against electoral violations helps protect the credibility of the election process.

The Commission also updated the public on candidate eligibility. It removed 53 candidates who failed to meet legal conditions or accountability measures. Some lacked good conduct, while others faced restrictions from the Accountability and Justice Commission.

At the same time, IHEC reinstated 27 candidates after confirming they followed the regulations. Officials explained that careful reviews allow fair treatment while maintaining transparency.

Data released by IHEC shows broader disqualifications. Out of 7,440 applicants, 627 candidates lost eligibility. These included 290 barred under accountability and justice provisions and 106 disqualified due to criminal charges. Others were removed for corruption, forged documents, or links to banned groups.

Preparations for the parliamentary elections continue at full pace. The vote is scheduled for November 11, 2025, with nearly 30 million Iraqis eligible to participate. IHEC reminded candidates that strict compliance with campaign laws remains vital for a credible outcome.

The Commission pledged to continue enforcing rules firmly. By addressing electoral violations and holding candidates accountable, IHEC aims to strengthen Iraq’s democratic process. Officials underlined that no one stands above the law during this important and decisive national election.
