The European Union and Qatar opened a new chapter as EU–Qatar strategic cooperation entered formal negotiations. Their talks aim to deepen ties and support shared regional goals.
The European Union and Qatar began negotiations in Doha to form a strategic partnership agreement. The meeting gathered senior representatives from both sides, and they reviewed regional developments throughout the discussions. They also explored ways to expand cooperation across political, security and economic fields.
EU foreign policy chief Kaja Kallas met Qatar’s Prime Minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha. They examined ongoing challenges in the Middle East and identified areas where stronger coordination could bring clear benefits. Their meeting also showed growing interest in closer engagement between Europe and the Gulf.
Kallas highlighted Qatar’s importance as a regional partner. She said deeper cooperation could support stability, enhance security and boost prosperity in both regions. She also noted that recent initiatives created momentum for a more structured agreement.
The new talks build on the 2022 EU Joint Communication that encouraged deeper engagement with Gulf countries. They also connect to priorities set during the 2024 EU-GCC Summit in Brussels. Both sides now seek a clear framework that strengthens dialogue and advances long-term planning.
The negotiations include plans to expand work on regional stability and security. Officials also want to explore cooperation in energy, sustainable development and economic diversification. These areas remain central to EU–Qatar strategic cooperation and reflect rising expectations among both partners.
EU Commissioner for the Mediterranean Dubravka Suica described the negotiations as the start of a new phase in EU-Gulf relations. She noted that Qatar plays a key role in promoting stability, sustainable growth and long-term regional prosperity. She also expressed confidence in the progress of the talks.
Both sides now look toward the next round of discussions. They aim to develop a practical roadmap that strengthens political dialogue and expands cooperation. With continued effort, EU–Qatar strategic cooperation may shape a stronger regional partnership in the coming years.
