Erbil is preparing for the third phase of land distribution. Teams from the municipality are working intensively to complete the process quickly. The plan places the new land plots along the Erbil-Duhok road.
The Council of Ministers in the Kurdistan Region approved this land distribution initiative on March 27, 2024. The decision followed directives from the Prime Minister to provide land to all government employees who have not received plots before. The official announcement appeared in the Kurdistan Gazette on May 28, 2024.
The municipality has already completed the first and second phases of the program. In these earlier stages, land went to employees of the Kurdistan Regional Government. According to the municipality’s report, preparations for the third phase of land distribution are now underway.
Officials confirmed that the process will continue without delays. They emphasized that the upcoming phase will be handled with the same commitment as the earlier stages. In the coming days, the municipality will begin allocating land to eligible employees.
Earlier this year, on July 15, 2025, the Minister of Municipalities and Tourism announced the start of the first phase of land allocation in Baharka District. This phase included employees from different ministries and departments based in Baharka.
The official list for this allocation included 3,003 employees from Baharka District in Erbil Governorate. All of them are set to receive plots under the approved distribution plan.
Earlier, the Regional Council of Ministers had set the groundwork for this policy in March 2024. The aim is to ensure that every government employee without previous land ownership will benefit from the program.
With the third phase of land distribution approaching, eligible employees are waiting for the announcement of exact dates. The municipality says the effort will boost housing opportunities and support urban planning in Erbil. The project also aims to expand residential areas while organizing land use along key roads in the region.
