The Doha Declaration, adopted at the close of the ICAO Facilitation Conference (FALC 2025), has reaffirmed the commitment of International Civil Aviation Organization (ICAO) member states to enhancing global air transport facilitation. This is in alignment with the UN’s 2030 Sustainable Development Goals (SDGs).
It called for stronger international collaboration to streamline the movement of passengers, crew, and cargo across borders. This ensures efficiency and resilience in global aviation systems.
Key elements of the declaration include:
- Strengthening coordination to improve travel facilitation
- Protecting passenger rights and promoting innovation and skill development
- Integrating public health and aviation, with national plans prepared for pandemics and health emergencies
- Encouraging digital transformation and the adoption of flexible technical standards tailored to national needs
- Promoting sustainable financing for aviation facilitation programs.
Minister of Transport HE Sheikh Mohammed bin Abdullah bin Mohammed Al Thani said the Doha Declaration serves as a roadmap for future air transport facilitation policies. He highlighted Qatar’s ongoing commitment to infrastructure modernization and smart, sustainable mobility.
QCAA Acting President Mohammed Faleh Al Hajri emphasized the alignment of the declaration with ICAO resolutions. He encouraged its adoption as a unified vision for global aviation development.
ICAO Secretary General Juan Carlos Salazar outlined three top priorities for the organization moving forward. These are enhancing border coordination, accelerating digital transformation, and fostering global consensus on facilitation. He stressed that ICAO would continue to provide technical support and promote the exchange of best practices among member states.
FALC 2025, the second-largest ICAO gathering after its General Assembly, featured 80 speakers across 13 panel sessions. It showcased cutting-edge aviation technologies through its 35-exhibitor expo.
The Doha Declaration is expected to guide global aviation strategies in the years ahead. It aims to ensure smoother, safer, and more inclusive air travel experiences.
