Digital Governance in Oman: Progress in 2024

Muscat Governorate has made a significant achievement in digital governance in Oman by digitizing 24 key municipal services. This accomplishment earned Muscat a place in the Advanced Tier of Oman’s Government Digital Transformation Programme, ‘Tahawul’. As a result, Muscat now ranks among the top four out of 49 government organizations assessed for digital progress.

The digitization of these services has greatly improved the ease of access for both residents and businesses. Specifically, in 2024, Muscat successfully digitized services such as building permit issuance, street lighting requests, and the refund of security deposits for excavation permits. In addition, other services include burial requests, lease agreement registrations, event venue bookings, and the auditing of modern building systems.

Furthermore, Muscat has streamlined tree planting outside plot boundaries, soil transportation requests, and the provision of additional blueprint copies. By moving these services online, Muscat has eliminated the need for in-person visits. Beneficiaries can now complete transactions from any location, greatly improving convenience.

Sayyid Saud bin Hilal Al Busaidi, the Governor of Muscat, celebrated the accomplishment as a major step in the governorate’s digital evolution. He explained that it aligns with Oman Vision 2040, which aims to leverage technology to improve governance. “This achievement sets a new benchmark in digital governance in Oman, making services more accessible and efficient for all,” he said.

Moreover, Ahmed bin Mohammed Al Hamidi, Chairman of Muscat Municipality, stressed the necessity of digital transformation. “Providing government services online is essential in today’s fast-paced world,” he stated. “Our digital efforts have made municipal services faster, more transparent, and easily accessible to residents.”

Looking ahead, the leadership of Muscat Municipality remains committed to furthering this transformation. Moving forward, they plan to digitize even more services, provide workforce training, and foster a strong digital culture. This approach will ensure a fully integrated and satisfying experience for all municipal service beneficiaries.

In conclusion, Muscat Governorate is setting new standards for digital governance in Oman. The recognition of this achievement marks the beginning of even smarter and more efficient municipal services in Oman.
