Al-Rubaian Highlights Civil Service Bureau’s Focus on Modern Technology in Recruitment Processes

On Wednesday, February 12, 2025, Dr. Issam Al-Rubaian, Chairman of the Civil Service Bureau, emphasized the Bureau’s dedication to integrating modern technology in recruitment processes. He highlighted the enhancement of the career trajectory of employees from their appointment to retirement. He stated that these efforts are pivotal in improving efficiency and service quality across Kuwait’s government sector.

Speaking at the 12th World Government Summit in Dubai, Al-Rubaian outlined how the Bureau utilizes automated registration technology throughout all stages of employee nomination, hiring, and appointment. Additionally, he pointed out that artificial intelligence is being applied to process various employee transactions. These include requests for leave, permissions, and certificates.

Al-Rubaian further highlighted the Bureau’s commitment to learning from international best practices. He focused particularly on the use of artificial intelligence to streamline employee transactions and improve inquiry services.

One of the significant developments Al-Rubaian noted was the launch of the Civil Service Bureau’s mobile application. It is designed to streamline processes and enhance service delivery for beneficiaries. This initiative is part of the Bureau’s broader focus on improving efficiency and convenience in government operations.

Moreover, Al-Rubaian underscored the Bureau’s role in fostering corporate governance. He pointed out that it has issued a governance framework guide to all government agencies to ensure effective implementation. He also mentioned the training of 100 carefully selected individuals, in partnership with the General Authority for Combating Corruption (Nazaha) and the Government Performance Follow-up Agency. This ensures governance principles are embedded across public institutions.

Looking ahead, Al-Rubaian expressed the Bureau’s goal of further strengthening governance practices. This includes setting clear criteria for appointing leaders in supervisory and leadership positions to ensure transparency, fairness, and the continued improvement of government operations.

Recognizing the rapid changes occurring in technology and the global economy, Al-Rubaian emphasized that the Civil Service Bureau must remain agile and adaptive. It must continuously update its policies and procedures to support employees and enhance productivity. He stressed the importance of these advancements in fostering a modern, efficient work environment.

Additionally, Al-Rubaian highlighted the Civil Service Bureau’s commitment to participating in the World Government Summit since its inception in 2013. This continued engagement demonstrates Kuwait’s dedication to exchanging ideas and collaborating internationally to create a better future. In his speech at the summit, Prime Minister His Highness Sheikh Ahmed Abdullah Al-Ahmed Al-Sabah emphasized Kuwait’s pivotal role in promoting global cooperation.
